Impact of financial audit on governance and performance in public utility establishments: A Comprehensive case study of the performance-based financing establishmenti Mongala province, Democratic Republic of Congo

Financial audit plays a critical role in ensuring good governance and accountability in public utility establishments. Through independent examination of financial statements and internal controls, financial audit provides assurance on the regularity and sincerity of accounts, identifies weaknesses, and makes recommendations for improvement. This article examines the impact of financial audit on governance and performance in public utility establishments, using the Performance-Based Financing Public Utility Establishment (EUP-FBP) in the Mongala Province, Democratic Republic of Congo, as a case study. The study employed documentary analysis of financial statements, budgets, and audit reports for the period 2019 to 2023, combined with analysis of the external audit report for the fiscal year 2022 conducted by AGESFO SARL. Results revealed that the EUP-FBP has a governance structure comprising a Board of Directors and a Directorate, with clear roles and responsibilities. The external audit confirmed the regularity and sincerity of the accounts, with an unqualified opinion. However, the audit identified several governance weaknesses, including contradictions in the statutes, personnel mismatches, and internal control deficiencies. The study found that financial audit has a positive impact on governance by enhancing transparency, accountability, and compliance with regulations. The audit also has a positive impact on performance by identifying inefficiencies and recommending improvements. However, the impact of audit depends on the implementation of recommendations and the strengthening of internal control systems. The findings confirm the hypothesis that financial audit has an impact on governance and performance. The article concludes that financial audit is essential for good governance and performance in public utility establishments, but its effectiveness requires a strong internal control system and commitment to implementing audit recommendations.

L'audit financier joue un rôle essentiel pour assurer la bonne gouvernance et la responsabilité dans les établissements d'utilité publique. Grâce à l'examen indépendant des états financiers et des contrôles internes, l'audit financier fournit une assurance sur la régularité et la sincérité des comptes, identifie les faiblesses et fait des recommandations d'amélioration. Cet article examine l'impact de l'audit financier sur la gouvernance et la performance dans les établissements d'utilité publique, en utilisant l'Établissement d'Utilité Publique en Financement Basé sur la Performance (EUP-FBP) dans la province de la Mongala, République Démocratique du Congo, comme étude de cas. L'étude a employé l'analyse documentaire des états financiers, des budgets et des rapports d'audit pour la période 2019 à 2023, combinée à l'analyse du rapport d'audit externe pour l'exercice 2022 réalisé par AGESFO SARL. Les résultats ont révélé que l'EUP-FBP dispose d'une structure de gouvernance comprenant un Conseil d'Administration et une Direction, avec des rôles et responsabilités clairs. L'audit externe a confirmé la régularité et la sincérité des comptes, avec une opinion sans réserve. Cependant, l'audit a identifié plusieurs faiblesses de gouvernance, notamment des contradictions dans les statuts, des inadéquations de personnel et des déficiences du contrôle interne. L'étude a constaté que l'audit financier a un impact positif sur la gouvernance en renforçant la transparence, la responsabilité et la conformité aux réglementations. L'audit a également un impact positif sur la performance en identifiant les inefficacités et en recommandant des améliorations. Cependant, l'impact de l'audit dépend de la mise en œuvre des recommandations et du renforcement des systèmes de contrôle interne. Les résultats confirment l'hypothèse selon laquelle l'audit financier a un impact sur la gouvernance et la performance. L'article conclut que l'audit financier est essentiel pour la bonne gouvernance et la performance dans les établissements d'utilité publique, mais son efficacité nécessite un système de contrôle interne solide et un engagement à mettre en œuvre les recommandations d'audit.
